Pen detection issue with penDirector on embedded OS

I have installed Anoto penDirector on a PC with Windows 7 Embedded, but when I put a pen in the base and try to install the driver, the message appears that the driver could not be installed - it works fine in Windows 7 Pro.
Is there any restriction for the use of LivePen 2 pens in this operating system (even though discontinued by Microsoft)?

There are no hardware restrictions in place and software restrictions do occur as older pens are phased out with the development of new technologies. However, penDirector is unfortunately not supported on embedded OS versions, due to the fact that they're not standard and customized to other requirements. Please see the Product Data Sheet for further information about supported OS versions.
